The axle load is the weight that weights at every single axle after substracting the support load. Therefore the remaining weight gets divided by the number of axles.

Empty trailer weight           200 kilogrammes
- support load                       20 kilogrammes
= Relevant weight              180 kilogrammes

Relevant weight  /   number of axles            =  axle load
180 kilogrammes          /   2 axles                =  90 kilogrammes
